Lakhs of flat-owners in cities like Mumbai and Pune are forced to live away from their homes, wandering helplessly from one rental flat to another. Very often, the builder doesn't even pay such flat owners alternative accommodation rent for years or even decades, causing these society members and their family members to become destitute and impoverished. These flat-owners have fallen victims to the greed of builders and also their own society's managing committee members.
Cooperative housing societies usually have managing committees that completely ignore the legitimate concerns raised by their members, and fight to defend the interests of the builders. Even the judges in various judicial forums seem to conspire against such society members who oppose redevelopment builders on merits and try to hold them accountable.

Effectively everyone, i.e.. even a new flat owner is a tenant in bombay because even his property will be subjected to redevelopment in 30 years unless declared unfit by corrupt officials.
The only way to hedge this risk is to keep selling your flat every 5-10 years and buy a new one probably at the same price in the same locality.
Redevelopment is effectively a buyout of property by builder on credit. Under companies ACt if someone buys out the majority of shares (or merger happens) then dissenting shareholders gets exit in CASH. However, this option isnt available for dissenting flat owners. This is the major drawback of redevelopment rules that should have provided exit to them but then builder/authorities will play around the exit price and may defraud the dissenting flat owner.
Thus, except for reselling your flat every 5 years to protect your capital value, location and flat area there is no other option if you want to survive in places like mumbai
Government should come out with new rules so that such things are avoided
Gov rules layenge toh people like you abuse govt and do agitations and cause discomfort to common people and force govt to repeal laws like farm laws. So don't expect any such reforms now. People like you deserve to be screwed by builders only.

Best solution is that society should build the building at its own without participation of any builder. Premises land and money of members shall remain safe.

You are mainly referring to redevelopment projects executed by 'fly-by-night' kind of builders who are 'appointed' by society's managing committee due to vested interests. These are not builders but thugs in the garb of developers who buy out and pocket the MC members.
Being an architect i have seen first hand many redevelopment projects completed (maybe with a slight delay) to the satisfaction of all concerned parties, projects executed in the most professional manner.
The picture is not as scary as you paint it to be.
The key point is to select and appoint a reputed, resourceful, financially very sound developer with a proven track record of more than 20-25 years. And everything done professionally and with transparency. Then everything falls into place.
The way you have put it as if redevelopment projects are totally impossible.

What is the proper procedure for redevelopment.
Society should sell the underlying land at its best negotiated market price to the builder, and distribute the sale proceeds among the flat-owners in proportion to their carpet area. A few months after flat owners receive the full amount, they should then vacate their houses and let the builder demolish the building, and do whatever he wants with the land. Transaction is complete, everybody is free to go into the future.
