"The yellow dress" refers to the monk's and nun's robes. If you're not free from anger, indulgence, and sin before donning monk's robes then you are not worthy of wearing them. Basically, it's cosplay if you're not already following the precepts.
In original Suttas, it is not YELLOW actually. It is ochre. This yellow color thing came from Chinese and Tibetan buddhism. Most of their sutras are later composed and doesn't align with original pali Suttas that Theravada buddhist now hold.
