Same here, I thought it was Pedigree Chum for many years. Eventually also figured out somehow it was Winalot Prime by Christopher Gunning, and wrote to him asking if it was possible to still buy the music. He sent me a promo CD with all his finest themes including this, what a lovely chap!
A while ago an advert popped into my head and I thought it might be Dulux paint but I think it's this. Either way I remember the music. I'm assuming the Barking Light Orchastra was just a punny fake name for whoever performed on this. I imagine the PRS or someone has a record of the performers should anyone want to look
