The reason on why Mavuika's drip marketing was delayed by a week was because at the exact time Mavuika was going to release, there was a harsh spike in motorcycle gang related murders in China, and since Hoyo is a Chinese based company, they wanted to wait a little bit before promoting Mavuika, since she uses a motorcycle. They didn't want to seem insensitive
I don’t know if I should pull for mavuika, shenhe, childe’s weapon, or arlecchino’s weapon😭 I could skip mavuika since she’ll definitely get a rerun soon after 5.3 but the rest… who knows when I’ll see shenhe again

Definitely arlecchino since mavuika is an archon which archon rerun every few patches or so. You should get arlecchino since having reruns on non-archon characters are rare and kazuha works wonders with arlecchino, also in addition to have a good and smooth gameplay with mavuika she needs xilonen which you mentioned you do not have. So it's advice-able to get arlecchino instead.
arlecchino, mavuika is a new character so she'll probably rerun soon and on top of that she's an archon meaning reruns every few patches
