I mean if I took admission in any private colleges in UP this year ( and continue my preperation) , in this case can I participate in next year All india councelling atleast or Not??? The reason government is making these rules is to overcome the wastage of seats. if you take any course you have to complete that particular course from that particular college, you can't change the college in the next year, as you'll be debarred from it

It depends upon that college I think. You have to pay fees for the entire course or the amount that they have written in their seat living bond .
