Sir, you forgot to mention Mountain View Nature's Park in Busay...with such a breathtaking view of the 3 metro cities, Cebu, Mandaue and Lapu-lapu City. It's just below Tops, near Temple of Leah, and they have swimming pools and rooms for overnight stay.

Topography-wise. it would be nearly impossible (at least in the next 40 years) to have a train system connecting the 3 main islands of the philippines since the philippines is an archipelago. Unlike the US and even singapore where majority of the land area is landlocked so it's "easier" to have a unified train system.
