I believe the first time was when nika was alive and that was on the ground floor of world 200m down that vegapunk told us about. I think the second time the world was destroyed was during joyboys reign and was actually just the great kingdom, known for being massive and technologically advanced, being split apart into smaller islands and creating 20 kingdoms that united under the world government title, created the grand line/calm belt, and the 4 seas.

The 20 kingdoms vs the great kingdom would be the split of Babylon after the destruction of the tower. Babylon was the greatest city at the time much like Odas interpretation. We don’t know how God destroyed the tower but at the end we’re left with Babylon destroyed because everyone made their own kingdoms because they couldn’t speak to each other. And now we’re coming into the flood event with odas similar flood event as if the world needed a cleansing.
