Overtime, Police beatings, building Hospitals and fire stations in residential areas only after something happens (most of the time ignoring the notifications) but in industrial areas he builds fire stations before production even begins.

School is way better as long as we can afford it. Also I think wife working 24 hours a day is more efficient than 3-5% boost per building.
