Not being a musician myself I don't think I'd be able to discern what is second-rate. But if indeed this is an orchestra that isn't of the highest caliber...maybe he conducted because he loves music and wishes to inspire others. I enjoyed this. Thank you for uploading.

Wonderful to watch this video of a legendary musician. Unfortunately, the orchestra is not very good.

Seems like a young orchestra, and piece that they were playing requires a lot of precision. They tried!
