It's a good idea but screw France. It is better to quarantine the entire Iberian Peninsula and all its islands and cities outside the mainland. It would be a perfect safe place due to its complicated geography
And distribute the armed forces well as Mexico did in the series because this way you detect and eliminate future outbreaks of the virus more quickly. They didn't help Italy at all

Man, next time, make my idea pls, do a flahsback about the guy from PVZ comes out of a time machine with his truck Penny from a bunker in Ontario Canada and brings secret seeds, they then plant them and do experiences with them, and after years, its the normal timeline and the plants are ready and get deployed against the zombies.
