It doesn't need a usb driver, it uses rs-232 thru the computer's serial port. If you don't have a true 9 pin serial port, which a lot of computers don't have anymore, and you are using a usb/serial port adpater, you will need a driver for that adapter, but not specific to using the garmin.
That is a windows gem from the past I have hung on to and it isn't available. A new and improved version called Real Term is at sourceforge.net/projects/realterm/
