The "Avalon le Fae" refers to the fairy that is destined to correct the course of Britain from the sins and consequences of the Six Fae who caused the divergence when they didn't forge Excalibur to stop Sefar just because they were lazy (...they also did another ton of TERRIBLE stuff. Morgan ruling them was the only reason they didn't mass murder each other). The Avalon le Fae forging Excalibur would cause the timeline to be pruned without a Fantasy Tree. As it turns out, both Castoria and Morgan are different Avalon le Faes with Morgan/"Tonelico" in fact being the first one and Artoria her replacement when Morgan left her mission in order to save Britain.

Depends. Cernunnos is likely the strongest, as despite Artoria using Morgan's Rhongomyniad preparations on him, 12 of them (one of which levelled Olympus mind you) weren't enough to kill him. Granted, she's not as experienced at Rhongo as Morgan was, so there may be some room for Morgan to have potentially kill him. After him, Oberon outright says that he needed Cernunnos dead because he could kill Oberon even in his "Insect of the Abyss" form, and that Morgan was in his way because she could kill him as well. So as it appears: Cernunnos > Morgan > Vortigern-Oberon.
