There is a way to get the last hidden package before unlocking Shoreside Vale (since there are tricks/glitches you can do to access both islands early) if you want to get every single one right at the very beginning of the game like I do. First, go get a dodo from the airport. It is very hard and tricky to find, but it is very possible to fly it efficiently with some practice. There are some videos that will show you how. After you take off in the air, you must keep flying around in circles near the bridge and wait for the dodo to gain altitude on its own (you can’t do this manually or the it’ll lose speed and crash if you try to get higher by raising the front end on your own). Keep doing that until you’ve gained enough altitude and then land on the raise for the bridge. The package will be on top of the median going through the middle, but that median is too tall for you to jump onto directly from the ground so here’s what you must do: you must blow the dodo up and when you do that, you will be able to flip it over by pushing it around when you sprint into it. Once it is flipped over, you will finally be able to jump onto one of the wings and then that’ll put you up just barely high enough to jump onto the median so you can grab the last package. And also, this last detail is VERY IMPORTANT!!!!! THE DODO CANNOT LEAVE YOUR CAMERA’S LINE OF SIGHT AFTER YOU BLOW IT UP OR IT WILL DESPAWN!!!!! You’ll have to fly up there again if that happens, which is a major fucking hassle. Hope this tip helps and if anyone has any questions just ask. I’m sure it may sound very confusing since the details were so specific and what now

I think it’s force blocked players from accessing it.. gotta to jump over left side of edge’s to long free falling it’s will draft your character to enter 3rd island from halfway falling its moves you bit over an map as you can see.. it’s respawn on 3rd island in miracle! I thought it’s impossible get there in moment ago 😅

12:24 You can get this one if the island is locked, but you'll need a Dodo, decent flying AND landing skills and somehow parkour onto the Dodo (try to park the Dodo's nose deep into the wall annd try jumping onto it's tail, walking along it to the wall). That's how I did it.
Shikamaru Nara what I did was I blew the dodo up, then I managed to flip it upside down by sprinting into it, then I was able to jump on top of one of the wings and that gave me just enough height to jump onto the median so I could grab the package

Apart from going to Google and printing it out if you have a physical disc ie PC , PS2 or PS3 there should be a playing manual and a Gta 3 poster which is double sided one side is the poster the other side is the map .
I think what eternal is trying to say is that none of that matters as there is no way to know where you are as there is no map marker to indicate where you are on a physical map or one on the internet.
I had 99 hidden packages and I found the last one on complete accident, it was in the backyard of the white house you see on the left of your screen on the bridge that leads you to the police station and hospital
I was collecting the packages in portland until I realized "hey, why is it one off" then I went to Shoreside Vale and realized I skipped the one at 1:40 because I thought I already had it 💀
In the previous video (in Staunton), at minute 3, you can see me picking up 2 packages from the construction site. I believe you guys don't watch the videos carefully and leave comments without any evidence.

The definitive edition likes to crash at random. So I’m missing two, and I have combed the map multiple times and can not find them. I’m very aggravated, I got all of them in the other gta games. I don’t even know anymore where to look for the last two 😡

You can get there through a tunnel. I saw a video of someone getting to Staunton Island and testing if the tunnel was unlocked. And it was.
