I would say that Fischl, as it can be canceled just after the animation where she turns into Oz can also be the fastest one.
Cause the Oz form is the duration of the ultimate, this means it is like the time the cryo balls lasts in kaeya after using the ultimate for example.
Fischl’s actual burst invulnerability period is actually the lowest in the game. It’s practically non-existant. She’s vulnerable to death during that whole Oz phase.

It may be the longest, but you are locked in animation for only half of it. I once managed to do Keqing's and Zhongli's bursts at the same time.
You can even put her elemental skill and use her ultimate and tap it after the animation that what combo I do

I'm guessing this is just to compare the animations themselves and not how long the characters are locked into it, Kazuha, Fischl and Keqing would be much lower yeah but the animation itself lasts quite long
For Kazuha, they stop the time when the border around the screen is gone. So I’m guessing the animation part is until everything is off the screen. But then again 5 star vs 4 star animation is quite different.

If you have ever used Keqing burst while halfway underwater to remove the animation, her eyes are so sharp that it scared me the first time I did it.

and you're doing no dmg with activating the burst, so it shouldn't be any longer. That's maybe the reason why i was very surprised that Xingqiu is on #1 - it feels so slow to me bc the big numbers pop up later

As a Keqing main, Keqing's burst animation doesn't feel as long as it is, this is because even before the final slash of her burst hits, you can immediately move around/ continue your rotation. Sure the final hit takes time to hit and the animation as a whole takes a long time to finish but you can literally continue your rotation even before it finishes.
Edit: before anyone calls me out saying "that wasn't the point of the video, but rather the duration of the entire burst and not as soon as you are able to move", I'd like to just say, You probably misunderstood my comment if that's the impression you got. I'm saying what I said above purely off of experience of using Keqing and in no way criticizing the video. Have a good day.

From what I've heard, she was originally intended to be a 5 star, but was demoted to a 4 star because they already had too many 5 star characters. But they let her keep the animation anyway.
Similarly, the traveler supposedly was originally planned to be a 4 star, got promoted to a 5 star to make them feel more special, but then they didn't bother giving them a special burst animation.

It should be counted when you can dash after the burst. That's how you're sure you can get the earliest time you can move. This also showed Keqing and Dilucs negative side of their bursts too. Both low multipliers and takes too much time.
My guess is this is just to compare the animation duration and not how long each character is locked into it. Still your second point doesn't make sense, they can both cancel the animation, in Keqing's case halfway into it.

As an Ayaka main I have endless frustration that by the time her ult pops off the enemy already transported out of range.
that's why crowd control or freeze teams suit her a lot. plus, the 4 pc cryo set will boost her crits by a lot if you go for the freeze one
for what i can see, this person did the time for when the characters stop moving, not when u can dash and keep playing. that's why sara was so fast, cuz she casts her burst and right after she stops her animation, and keqing the slowest, cuz even if u can cancel halfway through it, she's still finishing the animation.

Now, as for psychological effect, Klee's burst went from being very quick to becoming ridiculously slow the more I used her, as compared to other characters.

Keqing can already act the moment she reappears and fischl can swap out after a short duration. A similar thing happens with kazuha too. I wonder whether there are more bursts here which aren't properly timed or unfairly placed because it doesn't consider the actual time where you can't act?

Basically, even by that metric it doesn't hold up because some count the after-burst animation that can 100% be canceled (like kazuha) but others stop the counter the moment the close-up shot ends, even if the character can't still move (like jean). In the end, the timer makes no sense to me besides being a bait for meta enthusiasts.

a more accurate representation is to spam dash after casting to track the exact frame players gain control after burst animation
you can swap out of fischl almost instantly, and the damage is applied instantly, and there is no invincibility frames. so, debatably, fischls burst is the fastest
to be fair, you can start using auto attack after the zoo in while the burst animation is still in effect with keqing

Keqing's burst attack does a good amount of damage to all surrounding enemies, hitting one after another in milliseconds. It may be the slowest but it is pretty great.

Probably a better way of tracking the time/rating them is how long until you can move again by constantly dashing as soon as you do the burst
