Hey, I was planning to go for my masters in Germany but they rejected my application saying they do not recognize my degree or my school, so I was advised to reapply for a bachelor’s degree and that’s like starting all over, well I did apply and I got admission so my question here is should I mention my past degree in my letter of motivation and what my initial intention was to study masters , the courses are not related per-say
did you do a two years bachelors? if yes then apply for Bachelors and no need to mention about your intensions of studying Master, rather focus on defending why you wanna study bachelors. If you had a 4 years bachelors, then I would first try to get the education recognized in Germany, i don't remember the name but they have an institution that do equilance/recognition of foreign degrees.

I think you should tell them about the master degree you already have, also tell them that the new master degree you want to study will help you get a promotion in job and you need it for work reasons in your home country and a german degree would really help you, I would not recommend mentioning Ph.D., rest is up to you that you can write a compelling story. this is just my opinion whatever you do it with caution!

I guess you mean hand written. No, you don't have to write it with your hand, you can type it in MS Word, print it and attach it to your visa application

This year I contacted the university, they told me that they will give me another acceptance letter but i have to change the specialty. Now the problem is: i do not know how to convince the Visa Officer, in my motivation letter, about the change of the specialty ?
I don't know how did you write your LOM last year, but what i can suggest you that, write something like you became more interested in micro engineering because of some recent invention (name the invention) or your can say something changed in your work and you think micro engineering would get you some promotion or you will get more job opportunities, and in your LOM don't mention that you applied last year for Mechatronics. Only justify why you want to study micro engineering. These are just the ideas but at the end you need to make the story. Best of luck!

Work experience is used to cover the the gaps in the study as you going for bachelor you probably don't have gap and you don't have to talk about that. You can talk more about your motivation to study that program and why this program is relevant.
No i have paid nealy 15000 Euros for my MBA, you should include the bank statement with your visa application, showing that you have enough money yo pay your tution fee.

you better make it short (i.e. maximum of one page) else be ready to get rejection because many of the people did receive
