I don't blame the voice actors for taking the job; yeah it'd be nice to have standards but we live in a capitalistic hellscape and VA's really don't get the pay they deserve...
Same with Animators who are often underpaid. I mean look at Anime, the VA's and Animators often get paid next to nothing while the studios get a tone of money.

It's a reference to a very famous brazilian song that calls Rio the "cidade maravilhosa", that's why the narrator said "the marvelous city"
