Hey guys just found out to make it rain you need to put on the hat and start fishing at a fishing spot and after that, you can go to the hunters spot and get the fish (and it needs to be nightime ).

Apparently they don't spawn in for me, even when it's raining, giving up on finding this stupid fish ngl

If you go to the mammoth boneyard right next to that hunters spot you will find them in a pool near where are. Even when they didn't spawn in the other spot they always do by the boneyard.

There's an island to the east of Ivarstead. Look for the fishing supplies on the back side of the island. Fish up the Lucky Fishing Hat. When you put it on, it will start raining. You can (lie) to the quest giver to keep the hat when you turn the fish in to the Argonian at the Riften Fishery.

I went to that spot without activating the quest, fished forever and never got the hat. Went and started the quest, went back to that same spot and got the hat first try. I wear it all the time now just to always have it raining wherever I go

You can also find a ring that has a same enchantment as the lucky fishing hat
