That's just your bank doing their job to try n protect you and your account/money from potential scams/fraudulent purchases. It's not all that uncommon for online purchases, of course namely ones from not large scale well known sites/stores. You either take it as a sign and don't try to purchase from there anymore or tell your bank that it's you making the charge and to to allow the charge to either go through that they are holding(if they put a good on it rather than denied it) or you informing them it's a legit charge that you're doing and they should allow it if you want to try again.
