I think that Kelly craves for her mom's love and attention, and her mom is Kelly's only blood-related family left. Even though some drug addicts abandon and put their kids in awful situations, the kids sometimes still hold onto a tiny bit of hope that their parents would finally put in the work to get sober and do whatever it takes to get back custody, so they can all be a family again. If Kelly's mom made up being terminally ill and abandons Kelly after stealing money from her, Kelly would be devastated and she might relapse again.
