Composers actually had in mind PS1 sound limitations and many of them composed songs bearing those limitations (and also features, like the reverb), given Allister Brimble never recorded a live intended session of these songs, then hearing the music from the Playstation audio hardware is the true definitive way of listening to them. ;-) But why this song in particular sounds a bit distinct from its original counterpart is probably because the audio player doesn't process this song in the same way as the PS1 sound module does. As TecFox mentioned, even though the samples are all correct, effects like reverb had to be added later, since his player doesn't faithfully emulate the PS1's audio hardware. :) Of course, one advantage of this approach is that you are no longer limited to the conditions the tracks are met when they are played in-game, therefore you're able to output them cleanessly =D

Another reason for the music sounding a little bit different might also be the different resampling method of the PlayStation sound hardware, though this seems a bit unlikely since it would be pretty difficult to notice for a normal person. The reverb effect in the videos however actually uses the same algorithm as the console. Also the player you see here isn't mine. It's a tracker program called MilkyTracker.
Maybe Allister Brimble took advantage of this flaw (even without knowing)? It's subjective, but the in-game version does sound better than the technically correct one =) Much like when people listen to vinyl stuff, since the beauty lies in the imperfections the device produces.

I notice the horns are playing an octave lower here. I guess it was because they glitch out on psx if played too low.

@Sursurk The original game has a bug that makes the low brass in this song sound wrong. This is how the song is meant to sound.
