I can't really speak for other countries, but in the USA, people are pretty uptight about sexuality. Even if the person is straight, dressing up as the opposite gender is often seen as wrong or perverted.

If we think carefully there is not such a thing as a proper dressing code for any gender. What exist is a tradition. Men dress up with pants, woman with skirts, man don't make up woman does.Man keeps his hair short woman let it grow long... feminine behavior also is a tradition fed and learned by people. That's completely a separate thing from sexual preferences.

Who brought up sexual preferences? Transvestites are about dressing as the opposite sex. If you identify as male and wear female clothing, you're a transvestite (well, assuming you do it because you want to and enjoy it).
Cultural idea as to what clothing is masculine and feminine is rather the point. If a culture didn't make any distinction between male and female clothes then transvestites wouldn't be a thing there.
That Sodding Gamer I brought the theme of sex preferences because average people think clothes, make up and some personality characteristics etc is deeply related to gender and its not. And again, my point is exactly what you said. I think the distinction in dress code and certain social behaviours are frivolous way to distinguish the genders. So in my opinion an ideal scenario I would choose to ware a skirt just because its too hot day and my balls are sweting. At the end of the day its just a peace of clothe. Make up would be just a question of choice of looking more pleasing or having the right of using the aesthetic power of it without messing with transgender issues... Once all this things are not related and not exclusive to an specific gender, either no one would look at anyone as an object of desire for sex based on it's fe-male appearance because fe-male and male typical appearence would not exist anymore. I think the way it is now a man who dress like a woman either want to attract man or compete with woman. Because even if you are not homosexual if you go out dressing like that you will atract the opposite sex and compete somehow with other woman for attention or connect with woman in special way that otherwise would have been impossible.

By western tradition's way of clothing: masculine = functional :: feminine = attractive. By eastern tradition's way of clothing is more variable than the western counterpart, yet more unisexual. In terms, an eastern man's clothing can look functional, yet attractive at the same time, but on the flipside, it's much rarer.
