I found him! Level 30 Corndo is in the Genji dragon hole, you have to make a few jumps first.

i'm on a bounty hunt "cave dweller corndo lvl.30" i went to the location in forestland and the tank isn't there. have you encountered this?

Hi. I haven't encountered any error yet. I tend to do bounties off-cam. Try to sleep it off, try morning and night if Corndo is there

sorry. this was a false alarm. the level 30 corndo is "underground." i was dum dum and didn't see the tunnel entrance around that area. i don't want to spoil. there is no "bug" or anything.
