I don't think it's as black and white to say whether it's offensive to ask or not because some people probably wouldn't mind disclosing anything about their disability and other people wouldn't feel comfortable sharing. I will add that I don't see how it's a random strangers business in the first place however.
People need to mind their own business and have some respect. Like they say, it is mostly voyeurism, there is no need for anyone to know any details about another person’s body or health.
