    Trump will exempt tariffs on oil because it will drive up gas prices and Americans will feel it immediately. Canada needs to impose a tariff on every barrel of oil exported to the USA and Canada keeps the tariff amount.

      They're using the Trade Expansion Act of 1962.
      It allows them to impose tariffs on any country if it's a matter of national security.
      That's why Trump has been hyping up 'dangerous' immigrants and drugs crossing the border. It's his excuse to invoke the act, even though it was intended for the cold war of the time.
