Victorians Only clear for as long as Arknights has existed has always used the original sniper Jessica. You can just look at the clears on Arkrec. If you personally disagree you can either contact the mods of Arkrec (which I am basing my clear off of), or simply make your own version of the Victoriaknights niche. It's that simple, you see. Does that satisfy your curiosity?
