Are legendary items dropped based on over specific lvls? I’m lvl 72 and have not got one yet😂😭

Usually legendary drops get common at level 90 before that you can barely get 1-2 after level 80

The Wolf i have on the computer has an Asian Elephant in the Legend Mountains . But the Wolf on my phone doesn't have an Asian Elephant in the Legend Mountains.
