In this line "This project could be done by her" Why we cannot use "can be"? Because could is past tense. Thats why i am asking.

You mentioned shall past form is should, actually should is not the past form of shall, shall's past form is would, and should is the separate auxiliary verb and should doesn't have the past form, please check it once
