Ifab 14 specifically says what ways of time wasting tactics are not allowed, and he did 3 of them. But let's give it the benefit of doubt and it's a bit subjective how the referee will decide, it's also subjective if the facial expressions and other tactics he used were against rule 14, but, it's very clearly visible that he touched the net and the pillars, multiple times, which is also against rule 14,but for some reason the referee didn't saw it once,even when he was doing it right in front of him,while jumping up and down,which,ofc is also against the rule sport psychology is fascinating, and England did their Homework very well
