Wreck site salvage was brought by certain company/group/org. and so technically that company owns any of the treasure/artifacts. the rules here in Florida are great - I started Treasure hunting down the Keys in 68, then this guy named Mel Fisher somehow got ownership of all the rights for the entire state of Florida so if you want to hunt you have to pay his company at least $1,000 per year for a small area and if you get lucky and find anything you also have to split that with the Fisher company and the state - Florida has a water Wonderland that is so great that you cannot keep anything found or most of the fish you catch - I spent at least $30,000 to hunt the Keys before Bush One made the entire Keys a Marine Sanctuary so if you get caught with a metal detector they can take you boat and car and everything in them -

Every inch of Florida coast is under lease from the state to salvage companies. If it's in the water it's state property and the lease holder. No such thing as finders keepers in Florida ocean. Someone was skimming finds from both the lease holder or the state depending on who did the skimming. Anything on the beaches is finders keepers but if it's in ankle deep water or beyond it's state property. Been this way for decades now.
