Likely there's an aggrement in the license that SEGA must feature only Crypton Vocaloids or else no right to use Miku in the game. Just a guess though. There's now a non-SEGA Miku game in China but that game also only got the 6 Crypton Vocaloids.
But like, if SEGA did have the chance to get more Vocaloids people will start asking why SEGA didn't include famous UTAU characters so...

Okay so I just thought of something that kinda makes me super happy even if it's not true
The original intention of Godzilla was to be a manifestation of the fear and pain Japan felt from the atomic weapons. In the original movie he was completely unstoppable and the only thing that could kill him was something even more terrifying than nukes.
In this PV Hatsune Miku fights a Godzilla Knock-off and easily defeats him every time.
If Godzilla is the symbol of their fear and suffering from the atomic bombs, then Hatsune Miku is almost symbolizing them healing from those wounds.
I know that's not the intent but it's still really wholesome
