I tested it myself by dragging a Drowned out of water with a fishing rod, and it started burning in the rain. Sleeping wouldn’t fix the infinite rain, the only solution was to quit and rejoin
I found another way to end it was to lag your game and turn of weather in game rule it only works if your really laggy though so leaving is more affective

I wound up grinding it, because I was busy doing at lot of enchanting and I could use the book, but the way it was coded is that since Impaling can't go on armor, I couldn't use it there, and since Blast Protection couldn't go on a trident, well, there was no way out except to grindstone it, display it, or toss it in lava (and I'm a cheapskate, in Minecraft and out of it, so there was no possibility of that!).
