My take: 1rem is the default text size on the device, and is to be set to a size at which text is well readable. So the body text should be 1rem everywhere. An exception to it may be with fonts which appear smaller; they would be scaled up.

I’d definitely go for rem! Pixels are always absolute, rems can be scaled up and down. And I also find it much easier to work with them. If you set your body text in 1rem and your headings in 2.5 rem, you instantly get a feeling for the different sizes.
