She's also not a bad person because before emily lets go of Victor, Victoria actually was the first one who decided not to interfere with their wedding because she thought that Victor loves Emily that's why she didn't stop their wedding and she was just watching from afar, so it means that, she was ready to let go of Victor and give him to Emily but since Emily didn't want to steal Victor from her, she was the one who decided to stop their marriage for what's best.
