To achieve .1 casting i need 1 magic lvl 4? And how many dex would be needed? Thanks!

Pretty hard to achieve .1 cast time, and not good enough of a trade if you all switch your enchants to magic. Legendary bow is still a lot better.

Toski is it good to have 2 magic 4,5 enchant and 1LB?

Legendary bow is still the better enchant IMO. If I'm building a support/utility, I might go with all magic enchants.

Yup but make sure you have a high tier sohee/good enough tier baphomet or a bard/gypsy teammate
