I don't know: I like having overeducated people: They are more flexible in where to work, they get a bit happier because of the electronics comsumption and is another chance to boost their loyalty at uni
They just consume more electronics, and electronics are the late game killer...that's all.
And get too expensive to sustain with inflation

i've found that increasing the price level of amusements, restaurants and culture buildings will decrease the amount of people waiting outside.
iirc the star rating is only relevant for tourists.

Bro this game is truly glorious. I know a lot about criminal socialism so I had not a single problem with human employment in this game. And you know why? Humans are a resource, in a socialist world... :-) Hence I also laughed at the 2% unemployment.

@bballjo how to get it to 50% without radio and tv. Monuments do not give enough effect, all demands are satisfied. Dropping to 32%
