Simplistic with political will is the answer. Ensure the laws are passed to allow you to do it and override human rights lawyers and downgrade ECHR as advisory like other countries.
Cancel bliars human rights act. That is where a lot of the rot started. Stop the judiciary from politicking and start doing their jobs properly according to the case. Tear the royal college of policing a new one and make sure that they have drilled into their DNA that the police enforce the law but absolutely do not create or alter the law. It is parliament that does that.
