Oh I see them now. They do exactly what their names say. Angle Joins defines how railing segments meeting at an angle should join, while Tangent Joins does that when these segments form a tangent transition where they join.
Well, I can't say much without looking at the file, but the clue is there in your description. How about checking how that last run is different from the rest and go from there?

if you offset the handrail profail family from the center, it adjunto on the change of direcction and you can draw a continuos handrail...more or less

How can you do this with monolithic concrete stair railing??

Can we number stairs is we make staircase by sketch . I have problem annotating staircase by sketch
Yes, try Annotate > Tread Number.
My railing sketch line on the stair but the railing still wont angle :( I have moved to the centre of the stairs and still wont work
You will also need to select the railing and use Pick Host to select the stair as its host.
