I think Sleepy is supposed to be some kind of eldritch abomination beyond our human understanding. An unstoppable outer force, he is not a character, he is the materialization of a concept that I can not fathom thinking about. Every single second he is onscreen slowly rots my mortal mind, and drags me to the brink of insanity.
Also, during Cindys death scene, Cindys gun is clearly smoking. Methinks Sleepy was just Bulletproof, and neither of them wanna admit it. Mad Bull 34 isnt that poorly written, its just a blunt, Scary Movie esque parody of all the hokey, schlocky american action movies and cop shows from the golden age of hokey 80s cinema... Overly Schmaltzy Endings and all.
I am native New Yorker from Brooklyn, my grandpa and Dad served in the police, and when I showed them my VHS of Mad Bull they both liked it because on how accurate shows the violence of City before Guiliani clean it.
I think there are times when this kind of deep psychological analyses are really worthwhile and rewarding. I don’t think Mad Bull 34 was ever intended to be a good opportunity for that. There’s a lot to love about this series, but for you, it’s like you’re watching it expecting Tolstoy. It’s a way to go, but I can see how that would be torturous. It was never meant to be what you expected it should be.
You're kinda right. When I first watched Mad Bull 34, I went in to it knowing it was an awesomely bad anime and came out thoroughly entertained if it a bit disgusted with myself. So one's enjoyment of the anime is thoroughly based on their expectations. But there's a benefit to watching anime (even bad anime) through a critical lens. It allows you to see what works for the story and what doesn't work for it. Mad Bull 34, at the end of the day, is still an anime and therefore is art. And art should be looked at critically. Even if it does feel painful.
I honestly don't know how this could have worked at all without redoing the whole thing. I want to say there feels like a germ of a good idea in this story, but there's too many things that boggle it down to where you HAVE to rewrite everything.
Cindy and the whole episode is just a Batman plot. It's literally an episode of a Batman series. It's actually a good plot but doesn't work because of how stupid the rest of the OVA is.
There we're some too obvious editing mistakes left in (leaving in a failed line read, panning shot that stops abruptly in the middle of a sentence). I thought I could just leave it as is, but for some reason those editing errors were just eating away at me for some reason yesterday, so I changed it even if it meant losing tons of established views.
This movie would’ve been so much better without the sex scenes. “Living in the City” is such a great song and makes up for all of the garbage. Daizaburo is the only rational character in the franchise.

At least Sleepy (probably) inspired Mike Haggar from Final Fight. He's at least got that going for him.
