yes it's safe, and like every other country in the world it has also hot spots to avoid.. Tunisian society is friendly and helpful so interactions with random people in the street is always a good experience.. Best period to go to Tunisia is during spring or autumn because you can enjoy the mediterrean sea, the desert and the forest.
