However I still want the benefit of passive effects on the clothes. Does having the clothes or you have to wear them to get those effect in use?

You can exchange the hat for limited items (decorations). That’s what I usually get first from the event. The 7 day grace period after event allow you extra time to exchange the hat for the limited items before they disappear forever. You can’t earn more hats during the grace period, only exchange items.

Don’t need to wear them. Just for having them unlock the effect will apply.
