Actually, that's not what happened. J was waving normally to all fans, then that one fan said something weird like "is that how you act with unnie? (not sure)", then J waved again, and that's when that fan said "what's up with that greeting?" and J did the side eyed wave. I think it's important to show the FULL thing, because showing the moment AFTER the fan was already being abnoxious makes it seem as if J was waving very rudely in the first place (in the beginning of the clip in this youtube video)
