yes we can take 3 or 4 also , for ex if you take hop counter as 3 , when it reaches the destination the counter value changed to 1. but the destination router will not send it to other routers because , dest. router knows that is last node (router i.e. destination) so it couldn't send to any other routers.

If it was taken 3 or 4 then destination node would not get counter 0, it would be 1 or 2
