Sadly though not everyone is the same as you and some people do (and I hope you are sitting down for this) not follow the rules. As such, some parents fear for their children. Madness, I know. What? When the kids are told not to play on a building site they should listen to their parents. Thats not the problem of the developers, thats just an example of either bad parenting or badly behaved kids. I grew up near a deep lake. When I was told not to make a raft and play on the water, I listened. My parents did not blame the topography.
