As far as weaning goes, I would put the foal in the paddock next to the mare. This way, she can walk away from the foal, but he can still see her. Even if he can nurse, I'm pretty sure she'll start giving him less and less milk... or you van put up non-climb fencing to totally block him. ☆Just make sure the foal can't get cast or roll under and into her paddock area. Would it help to bring the other horse (the stressed horse missing his bud) to the area where the horse that left is ? which would be say were his bud is doing a lesson.
Yes, that can be a way of managing the behavior and sometimes simply managing it is the best choice, depending on what is needed for the horses in the future.
You can try walking up and down the other side of the fence. Your movement can often times calm the horse left behind. Also, only take the other horse out incrementally. So even just for a few moments and then back in, build it up.
