Visa officer always informed while giving any paper visa approved or refused. When you have taken this paper he did not say anything?
This is an exceptional case... In this case visa approval is on hold... Visa officer can't make his decision about giving you a visa or not...

I got denied and given white paper 214B refusal as I gave all answers which I have mentioned in DS160. Even I was pretty confidence that I'll get visa but unfortunately denied. So can I reapply as they put you have no right to appeal.
