A tad late to respond, but he didn't. Novgorod is a Merchant Republic, and Merchant Republics have SEVERE penalties for every state province over 20. Like loss of Republican tradition. He had to survive off of abuse of Merchant Republic's amazing trade tools.
Conquering the entire land area of the node will give you a lot of trade power but only somewhere like 70% potentially, you still usually need extra things like light ships/trade cities/trade depots, etc. Because even though you have a lot of trade power in that node, all of your neighbours still get some degree of trade power through various means, like their own light ships and global trade power.
