Those who want to celebrate the countdown party of happy new year with fireworks should go to Tokyo Disneyland or Universal Studios.
unfortunately, tokyo disneyland & disneysea's new years tickets are only available to hotel guests or to win a lottery..

Keep in mind New Years is more of a religious holiday in Japan. Many people go to temples and shrines at midnight. Rowdiness and fireworks is not their traditional New Years. So yes it is tame by western standards.
