The newest version of Mario Vs. Luigi World Tour is here over a year after its initial release
Any lag seen in the video is due to MelonDS and does not occur on actual hardware
Download Play is supported through flashed firmwares or using firmware.nds some levels are altered to work in download play and have significantly longer load times.

How did you edit the bottom screen pictures for multiplayer? Also I've learned how to edit and make levels, but only with what the game gives me, I've been wanting to change the level pictures but didn't know how, could you please tell me?
Also this looks like a cool hack

When I try to run the rom it shows the Nintendo with half glitched out and then it stops loading

You most likely will need at least 1 flashcard to use download play.
Step 1 you need a special firmware to play modded download play games you can search for firmware.nds and load that rom on one ds and choose download play. (When loaded it will look like the normal ds menu)
Step 2 take the flashcard out of that ds while searching for download play (it will continue to search) and put it in the other ds loading the romhack on there.
Step 3 Choose download play in the versus menu and it should now connect.
