I think it has to do with that the sound is regulated and has to be regular and recognisable any time. A MP3 or WAV file has quality losses due to compression.
I don’t know why, but I had this crazy thought about this 0:58 kind of Tornado Siren, about how they look like giant mint flavored Mentos stuck on top of each other and on top of a long wooden pole, and ever since then, I haven’t been able to look at them without thinking about that.

This can results in blips and voice cracks depending on the timing, or sometimes just cause lag when the same tone plays twice in a row. The stumble seems to be an attempt to remedy this issue, and I think that last mod just has a mind of its own.

Funny enough, if you have even read any sirenhead lore, they rarely make any siren noises. They usually opt to mimic human speech and cries to lure people to it. I don't know about the kids in the comments, but everyone I know (including myself) will actively try to go the opposite direction of a wailing siren. Which is the opposite of what sirenhead wants

I feel like if you consider a alternating wail 2 tones that alternate, I would say 1:44 sounds like tone 1 (the higher one) gets played twice, I would probably call it reversed cause after that point it kind of changes the pattern of alternation, but that's just me.

Fundamentally, Alternate Wail is just the dual tone wail signal but with the high and low frequencies alternating at a predefined interval. The mismatch occurs when the wail cycle duration and alternating interval don't divide evenly. For example, let's say the wail cycle lasts 9 seconds and the alternating interval is 0.63 seconds. 9 divided by 0.63 is 14.28571429, which is clearly not a whole number. Another factor is that the signals are generated in real time based on a predefined set of parameters. CPU lag affects all digital electronic siren controllers to varying degrees, so no wail cycle or alternating interval is exactly identical. This further compounds the timing mismatch issues.

What I do know for certain is that all the digital electronic siren controllers made by Federal Signal have a firmware bug that causes the high and low tones to go out of sync as the frequency lowers. However, I don't think this contributes to the various glitches plaguing the Alternate Wail signal.
it was originally meant for fire related emergencies. the only known EOWS's to do alternate wail are: EOWS 612 (Forest Hills Pensylvania) (SiraTone) EOWS 115 (Fourche South Dakota) (SiraTone) EOWS 612 (Goddard Enterprises, in this video) (UV) EOWS 1212 (New Glarus Wisconsin) (UV)
