It's not legal what they're doing. In almost every state it's illegal to trespass on private property and take photos. The fact that it's 4am and they're doing this would convince any judge that this is harassment and warrants at least a fine and a restraining order banning them from the property. Paparazzi doesn't have special rights nor is it a job that requires any licensing or training. It's literally just random people with a camera who try to take photos/videos of celebrities and sell them to publishers in the hopes that they'll make more money if it goes viral. If Kanye called the police first then went outside just to trap them there until the police came all of those dudes would've been hit with harassment charges and at the very least a restraining order banning them from being within 100ft of the property.
